Does equating normalize raw scores into scale scores, or can we still see non-normal distributions in scale scores?

Scale scoring creates a fixed center point and, due to the large number of national student test-takers, the national distribution is still relatively normal. Scale scoring will not get rid of score differences within individual programs, if they exist. Scale scoring will not eliminate uneven distributions of both high and low scores, which may occur depending on the variation in your program.
